- Parents of eligible students apply for an account overseen by the ESTF trustee.
- Education service providers apply to be included in the group of providers where funds from the ESA may be used.
- Applications (through a portal called FACTS) are accepted and awarded on a rolling basis. There are priority application windows for current ESTF students and their siblings, children of military families, households at or below 300% of the federal poverty line, and students enrolled in public school during the previous school year.
- Following the application and approval process, parents are granted access to a special online portal called ClassWallet, reserved for use to pay providers to meet their child’s specific education needs. Parents link the funds in their account to the provider(s).
- Families choose from an approved list of services and providers to customize their child’s education. This could include school tuition, tutoring, textbooks, therapy or any approved education service that accommodates their unique needs.
